AbstractIn recent years, the European Union's strategic partnerships have undergone a new wave of institutionalization. Relations with both India and Japan are a case in point: after a decade or more of under‐institutionalized and situational interaction generally framed by political declarations, a more contractual model of bilateral relations has emerged and with it the proliferation of joint bodies. Such joint bodies and the overall regularization of bilateral contacts play an important but largely overlooked role in sustaining the strategic partnership. This article assesses the rationale and performance of joint institutional frameworks devised for the EU–Japan and EU–India strategic partnerships. Informed by an original conceptual approach, the article assesses the regularization and intensification of strategic interaction in these two partnerships.

The aim of this book was to verify whether, in respect of bilateral relations, Polish foreign policy in the period 1990-2002 was characterized by constancy of pursued goals and taken standpoints. The author verified five specific hypotheses concentrated on: constancy of specified geographical directions of bilateral relations and states assigned to them, constancy of attention devoted to all bilateral relations, to specified geographical directions and to crucial states. The theoretical basis of the book is the concept of issue salience, referring to the importance that an actor assigns to the matter in comparison to other political issues. Using it own quantitative and qualitative content analysis – technique for salience estimation – the author has examined the thirteen annual information on the government's foreign policy given by Polish Ministers of Foreign Affairs. The technique allowed, in the first place, on the selection of the documents content that meet the criteria for goal or position and the division of the text into separate paragraphs subordinated always to exclusively one matter. In the case of hypotheses H1 and H2 this step have been followed by a qualitative analysis of the content and confronted with the conclusions drawn from the national and international context of that time. Whereas, in the second stage of validating hypotheses H3, H4 and H5 selected goals and standpoints were ranked according to the weight attaching to them: by the number of words criterion and the reference order criterion. The last step of the process in this case was the interpretation of the results of quantitative analysis in the light of the most important international events and political option who has the power in Poland at that time. ; Celem książki było zweryfikowanie czy w odniesieniu do relacji dwustronnych polska polityka zagraniczna w latach 1990-2002 charakteryzowała się stałością wyznaczanych celów i zajmowanych stanowisk. Weryfikacji poddano pięć hipotez pomocniczych dotyczących: stałości wyszczególnionych kierunków geograficznych stosunków bilateralnych oraz przyporządkowanych do nich państw, a także stałości rozkładu uwagi poświęcanej wszystkim stosunkom bilateralnym, wyszczególnionym kierunkom geograficznym oraz kluczowym państwom. W książce zastosowano metodę badania dokumentów. Podstawą teoretyczną pracy jest koncept wyrazistości kwestii (issue salience), odnoszący się do wagi i znaczenia, jaką aktor przypisuje danej kwestii na tle innych zagadnień politycznych. Przy pomocy autorskiej ilościowo-jakościowej techniki analizy treści – techniki szacowania wyrazistości (technique for salience estimation) – autorka przebadała trzynaście dorocznych informacji odnośnie do stanu polityki zagranicznej szefów polskiej dyplomacji. Zastosowana technika pozwoliła w pierwszej kolejności na wyselekcjonowanie z treści dokumentów kwestii spełniających kryteria celu lub stanowiska oraz podział tekstu na rozłączne ustępy podporządkowane zawsze konkretnemu i wyłącznie jednemu zagadnieniu. W przypadku hipotez H1 i H2 dokonano następnie jakościowej analizy treści oraz skonfrontowano wyciągnięte z niej wnioski z ówczesnym kontekstem krajowym i międzynarodowym. Z kolei w drugim etapie weryfikowania hipotez H3, H4 i H5 wyselekcjonowane cele i stanowiska uszeregowano wedle przywiązywanej do nich wagi: poprzez kryterium ilości słów oraz kryterium kolejności przywołania danej kwestii w tekście. Ostatni etap procesu polegał w tym wypadku na interpretacji otrzymanych wyników badań ilościowych w świetle najważniejszych wydarzeń międzynarodowych oraz opcji politycznej sprawującej ówcześnie władzę w Polsce.

Tekst analizuje zaangażowanie dyplomacji Unii Europejskiej w kwestie walki ze zmianami klimatu. W pierwszej kolejności omawia tło problemu, czyli jego wagę oraz wewnątrzunijne sposoby radzenia sobie z ograniczeniem zmian klimatu oraz dostosowywaniem do ich konsekwencji. W drugiej, przedstawia ewolucje stanowiska społeczności międzynarodowej wobec rzeczonej kwestii, w tym mechanizmy ONZ stworzone w celu koordynacji wysiłków na rzecz walki z tym z globalnym wyzwaniem. Najważniejszą częścią pracy jest analiza stanowisk i działań negocjacyjnych UE począwszy od Konferencji w Kopenhadze w 2009 roku, aż do wielkich przygotowań na COP21 w Paryżu. Autorka nie tylko uwidacznia najważniejsze cele unijnej dyplomacji wobec nowej umowy klimatycznej, ale także konfrontuje je z dążeniami pozostałych graczy prezentując najważniejsze argumenty zarówno unijnych sojuszników, jak i adwersarzy. Dopełnieniem powyższych ustaleń jest ocena dotychczasowej skuteczności Unii Europejskiej na polu globalnych negocjacji klimatycznych. ; This text analyzes the EU's commitment to climate change. It firstly discusses the background of the problem, its weight and intra-EU ways of dealing with climate change mitigation and adaptation. Secondly, it outlines the evolution of the international community's position on this issue, including the UN mechanisms designed to coordinate efforts to address this global challenge. The most important part of the work is an analysis of the EU negotiating positions and actions from the Copenhagen Conference in 2009 to the great preparations for COP21 in Paris. The author not only highlights the most important goals of EU diplomacy in relation to the new climate agreement, but also confronts them with the aspirations of the other players, presenting the most important arguments of both EU allies and adversaries. Completion of the above findings is the assessment of the effectiveness of the European Union in the field of global climate negotiations.
The aim of this article is to analyze the efficiency of the three currently working on the Polish side bilateral textbook commissions (Polish-German, Polish-Lithuanian and Polish-Ukrainian). Its added value lies, firstly, in rarely undertaken in the literature comparative research – the author's ambitions go beyond simple description of several different textbook committees. Secondly, in the formulation of concrete conclusions, which to some extent can be applied in practice. The used research method was studying the documents. Using the technique of critical analysis of the content the author revealed similarities and differences in the functioning of the three institutions in terms of: the history of creation; tasks, procedures and organization of their work; discussed topics and appearing controversies; the effects of undertaken actions. On that basis, she formulated the conviction that a decisive impact on the effectiveness of the mentioned institutions have the following factors: ambitions and chosen by commissions course of action, the framework of states' educational policies, the political support of the governments, wide debate on commissions' findings, attitudes of the societies on the both sides of the border and objective factors like: time, stage of nation-building process and partners' financial capacities.
Artykuł poświęcony jest nowej instytucji międzynarodowych stosunków politycznych – partnerstwu strategicznemu. Autorka analizuje w nim realia prowadzenia polityki zagranicznej w pierwszej dekadzie XXI wieku oraz zabiera głos w dyskusji pomiędzy neoliberałami a neorealistami odnośnie naturalnej skłonności państw do rywalizacji lub współpracy. Osadzając swoją koncepcję w ramach realistycznej teorii sojuszy omawia także stan badań literatury przedmiotu oraz rozróżnienie na sojusze sensu stricte i sensu largo, przychylając się do szerszego rozumienia tego terminu. Główny trzon tekstu stanowi jednak prezentacja modelu idealnego badanej instytucji. And what impact on present-day states' capabilities to conduct foreign policy the globalization has and will be having? To capture the essence of the contemporary international environment the text is devoted to the historical evolution of International Relations which highlights the characteristics of the current period. The article reveals that, as a result of unsettled structure of the Contemporary International System and increasing influence of the globalization, present-day governments tend to look for different reference systems, depending on the objective to be achieved. In order to maximize security and development opportunities and minimize the level of dependence states are creating flexible networks of key partners. It seems that, at the threshold of the 21th century a successful foreign policy making is seen as the ability to balance between efficient management and independent management. ; Nie ulega wątpliwości, że po zakończeniu zimnowojennych zmagań bipolarny system międzynarodowy musiał ulec przeformułowaniu. Po 20 latach od upadku Związku Radzieckiego warto postawić pytanie: Czy współczesna scena polityczna zmierza w kierunku układu jedno- czy wielobiegunowego? Nie mniej istotny jest wpływ globalizacji i regionalizacji (fragmentaryzacji) – wielopłaszczyznowych procesów, które od połowy XX wieku coraz intensywniej kształtują sytuację gospodarczo-społeczną oraz polityczną świata . Aby uchwycić sedno współczesnego otoczenia międzynarodowego niniejszy tekst poświęcony został historycznej ewolucji stosunków międzynarodowych, która uwypukli cechy charakteryzujące okres obecny. W rezultacie systemowych uwarunkowań współczesne rządy będą szukały różnych układów odniesienia w zależności od rodzaju celu, jaki chcą osiągnąć. Wobec pragmatyzacji polityki współczesnych państw, sieci kluczowych partnerów, odpowiadające poszczególnym priorytetom ich strategii rozwoju, wydają się być rozwiązaniem maksymalizującym szanse i minimalizującym zagrożenia. Skuteczna polityka doby XXI wieku jawi się więc, jako umiejętność balansowania pomiędzy sprawnym zarządzaniem, a niezależnym zarządzaniem, dającym aktorom maksymalne bezpieczeństwo i możliwości rozwoju, przy możliwym do zaakceptowania poziomie uzależnienia.

Celem niniejszego artykułu było ukazanie osiągnięć Partnerstwa Wschodniego w porównaniu z innymi strukturami regionalnymi związanymi z Europejską Polityką Sąsiedztwa (EPS/ENP) oraz określenie priorytetowych zadań polskiej prezydencji w UE w tej dziedzinie. Aby przedstawić całą gamę sposobów, w jakie Unia prowadzi dialog ze swoimi sąsiadami, autorka opisuje struktury: a) które zostały powołane wyłącznie w ramach EPS – Partnerstwo Wschodnie (PW/EP); b) które działają zarówno w ramach EPS, jak i innych formuł polityki zewnętrznej UE – Synergia Czarnomorska (BSS) oraz Unia dla Śródziemnomorza (UdŚ/UfM); c ) które są związane z polityką sąsiedztwa tylko poprzez środki ENPI – Wymiar Północny (WP/ND). Porównanie najważniejszych cech indywidualnych inicjatyw zostało poprzedzone prezentacją mechanizmów funkcjonowania i finansowania całej EPS. Analiza regionalnych platform współpracy z sąsiadami została skupiona przede wszystkim na identyfikacji: ich uczestników, promotorów i głównych partnerów regionalnych; ustalonych celów i obszarów współpracy; proponowanych rozwiązań instytucjonalnych i środków finansowania. Ponadto, artykuł przedstawia osiągnięcia i perspektywy rozwoju poszczególnych struktur. Podsumowanie zebranych danych miało na celu wyznaczenie obszarów, w których polska prezydencja może rozwijać koncepcję Partnerstwa Wschodniego oraz zagrożeń, których należy unikać. ; The aim of this article is to show the achievements of the Eastern Partnership compared to the other regional frameworks related with the European Neighbourhood Policy (ENP) and to identify priority tasks of the Polish presidency of the EU in this field. To present the whole image of the ways in which the Union conducts a dialogue with its neighbours, the author describes the structures: a) which was set up only under the ENP - the Eastern Partnership (EaP), b) which are operating both under the ENP rules and other EU external policy instruments, such as: the Black Sea Synergy (BSS) and the Union for the Mediterranean (UfM), c) which are associated with ENP only by funds from the ENPI - Northern Dimension (ND). The comparison of the most important attributes of individual initiatives has been preceded by the presentation of functioning and financing mechanisms of the ENP. The analysis of the regional platforms for collaboration with neighbours was focus primarily on identifying their participants, supporters and major regional partners, established goals and areas of cooperation, proposed institutional arrangements and means of financing. In addition the article presents the achievements and the perspectives of development of the particular structures. Recapitulation of the collected data has appoint areas in which the Polish presidency could developed the concept of the Eastern Partnership and the risks which should be avoided.
The aim of this article is to study the place of Ukraine within the most important ideas of the Polish Eastern Policy (PEP). In order to systematize the following presentation we must begin with strategies created in the times of the People's Republic of Poland and conclude by depicting the latest conceptions, introduced within the external policy of the European Union. The first who used this term was Juliusz Mieroszewski. In 1972 in the article entitled "Polish Ostpolitik", he presented a set of his opinions about the policy against the Soviet Empire. Since then, the territorial range of the notion has evolved (nowadays it concerns relations between Poland and Ukraine, Belarus, Russia, Moldova, Georgia, Azerbaijan and Armenia) but its characteristics remain quite the same. Among them we can mention: treating the eastern neighborhood of the RP like a multifaceted area, which needs a different approach; traditional accusations of its anti-Russian attitude and making the Ukraine the most important part of each single idea and action taken within the PEP. The last feature of Polish Eastern Policy is a constant struggle between the followers of the "promethean idea" of Józef Piłsudski and the supporters of the "realistic concept" of Roman Dmowski. The article presents fundamental assumptions of the conception of Mieroszewski and Giedroyć, who believed that only rank-and-file initiatives were able to destroy the communistic system, so the nations which depended on Moscow should unite their strives against the "older brother". Mieroszewski encouraged the Poles to struggle with the system but not with the Russian society. From his point of view, the key to peaceful relations in our region was the reconciliation and the abandonment of territorial requests among neighbours. On the opposite, realists claimed that there was no need to waste time on rearranging the proper relations between the Poles and the small east-european nations because only Moscow counted in world politics. Another notion connected with neo-realist idea is the concept of making the economic issues the priority of the foreign policy and making the Polish-Ukrainian relation base on a rational calculation of profits. Another concept of the Polish Eastern Policy is the idea of a strategic partnership between Warsaw and Kiev. Its essential presumptions - the Polish-Ukrainian reconciliation and cooperation as the key to our safety and welfare - derive from "The Culture" conception. As the supplement to the above-mentioned concept, politicians of III RP have introduced the idea of creation the Eastern Dimension of the EU's external policy. The followers of this concept believe that by supporting euroatlantic aspiration of Ukraine, Moldova and the Caucasian states Warsaw would gain not only a guarantee of peace in the region but also an improvement of its image and status inside the Community. ; Artykuł ma na celu zbadanie miejsca Ukrainy w ramach najważniejszych koncepcji polskiej polityki wschodniej. Aby usystematyzować ich prezentację, rozpocząć należy od strategii powstałych jeszcze w epoce Polskiej Rzeczypospolitej Ludowej, a mających wymierny wpływ na sytuację w III RP, a zakończyć na koncepcjach najnowszych, stworzonych już w ramach polityki zewnętrznej Unii Europejskiej. Pierwszym, który użył terminu "polska polityka wschodnia" był Juliusz Mieroszewski. W 1972 roku w artykule zatytułowanym "Polska Ostpolitik" przedstawił on zestaw swoich opinii na temat polityki wobec sowieckiego imperium. Od tego czasu, zasięg terytorialny pojęcia ewoluował (obecnie dotyczy ono stosunków między Polską a Ukrainą, Białorusią, Rosją, Mołdawią, Gruzją, Azerbejdżanem i Armenią), niemniej jego cechy charakterystyczne pozostały co do zasady niezmienne. Wśród nich można wymienić: traktowanie wschodniego sąsiedztwa RP jako zróżnicowanego obszaru, który wymaga różnorodnego podejścia, oskarżenia o antyrosyjski wydźwięk PPW oraz czynienie Ukrainy najważniejszą częścią praktycznie każdej idei czy działań podjętych w jej ramach. Ostatnią cechą polskiej polityki wschodniej jest ciągła walka między zwolennikami "idei prometejskiej" Józefa Piłsudskiego i zwolenników "koncepcji realistycznej" Romana Dmowskiego. W artykule przedstawiono podstawowe założenia koncepcji Mieroszewskiego i Giedroycia, którzy uważali, że tylko oddolne inicjatywy są w stanie zniszczyć system komunistyczny, więc narody będące zależne od Moskwy powinny zjednoczyć swoje starania przeciwko "starszemu bratu". Mieroszewski zachęcał Polaków do walki z systemem, ale nie z rosyjskim społeczeństwem. Z jego punktu widzenia, kluczem do pokojowych stosunków w naszym regionie było pojednanie i rezygnacja z żądań terytorialnych. W przeciwieństwie do niego, realiści twierdzili, że nie powinno się tracić czasu na ustanawianie właściwych stosunków między Polakami a małymi narodami Europy Wschodniej, ponieważ tylko Moskwa liczy w polityce światowej. Innym pojęciem związanym z myśleniem neorealistycznym jest koncepcja ekonomizacji polityki zagranicznej i uczynienia podstawą relacji polsko-ukraińskich czystej kalkulacji zysków i strat. Rozwinięciem linii myślenia paryskiej "Kultury" jest koncepcja partnerstwa strategicznego między Warszawą a Kijowem. Jej zasadniczym założeniem jest polsko-ukraińskie pojednanie i współpraca, jako klucz do bezpieczeństwa i dobrobytu obu państw. Jej uzupełnieniem jest z kolei idea stworzenia wschodniego wymiaru polityki zewnętrznej UE. Zwolennicy tej koncepcji uważają, że poprzez wspieranie euroatlantyckich aspiracji Ukrainy, Mołdawii i państw kaukaskich Warszawa zyska nie tylko gwarancję pokoju w regionie, ale także poprawę wizerunku i statusu wewnątrz Unii Europejskiej.
This article is supposed to reveal Ukrainian and Polish specificity of understanding of the notion: strategic partnership through the studies of the priorities of the two countries' foreign policies. Secondly, it covers the question of Polish–Ukrainian relations in the term of strategic partnership. Strategic partnership can be understood formally and substantively. The first meaning arises as a result of various declarations made by political leaders expressing the will of joining their states by a sort of special attachment. The second one concerns current relations between the states and is composed of five constitutive attributes: mutual preference and intensification of contacts, definitively more intensive than typical relations with other countries; formalising mutual relations by establishing bilateral institutions, joint military units and regular meetings on all governmental levels; dedication to common goals in the scope of foreign affairs, leading to higher integrity; refraining from acting against partner's strategic aims and equal status of partners. Analysing the priorities of Polish foreign policy, it is possible to observe that since 1989 Warsaw has been permanently struggling to become an equal member of the Euro–Atlantic community (NATO, UE) and to develop strategic partnership with the most influential states (USA, FRG, France). Furthermore, strategic relations with neighbours, especially Ukraine, remain Poland's high priorities. It is important to notice that Warsaw attaches visibly greater importance to this bond than Kiev, balancing between the West and the East, does. As far as substantive strategic partnership is concerned, it must be affirmed that only few of the five constitutive attributes are fulfilled. Certainly, the mentioned countries maintain intensive diplomatic relations on all governmental levels and frequently demonstrate mutual preference. Unfortunately, despite gestures of friendship, still only a few mutual projects, especially in the fields of economy and power industry, are conducted. There are comparatively many Polish– Ukrainian institutions and a military unit: POLUKRBAT. On the other hand, several examples of acting against partner's strategic aims can be found. However the lack of foreign policies' integrity disqualifies the authentic strategic partnership between Poland and Ukraine, there is no point of denying all positive changes. The reconciliation after many years of tragic history is a valuable success of both governments. To conclude, present Polish–Ukrainian relations ought to be defined as plenty of prospects for the future, but not to such an extent which would allow us to call them strategic partnership. ; Celem artykułu jest ukazanie polskiej i ukraińskiej specyfiki rozumienia pojęcia "partnerstwo strategiczne" na podstawie prezentowanych przez nie priorytetów polityki zagranicznej, a także rozstrzygnięcie czy współczesne stosunki na linii Warszawa – Kijów mogą być określone mianem materialnego partnerstwa strategicznego. Opisując instytucję partnerstwa strategicznego należy odróżnić jej znaczenie formalne od materialnego. W znaczeniu formalnym partnerstwo strategiczne to takie stosunki pomiędzy określonymi podmiotami, które są w ten sposób nazywane przez przedstawicieli tych podmiotów. Z kolei w znaczeniu materialnym to taki układ stosunków pomiędzy określonymi podmiotami, który niezależnie od używanych na jego określenie terminów, spełnia pewne przesłanki. Na cechy konstytutywne partnerstwa strategicznego składają się: wzajemne uprzywilejowanie oraz intensyfikacja kontaktów, idące dużo dalej niż typowe stosunki z innymi podmiotami stosunków międzynarodowych czy w ramach organizacji międzynarodowych; instytucjonalizacja wzajemnych stosunków poprzez powołanie wspólnych organów, jednostek wojskowych oraz mechanizmu regularnych spotkań na wszystkich szczeblach; wspólnota celów strategicznych w obrębie bezpieczeństwa i polityki zagranicznej, prowadząca do koordynacji poczynań w tych dziedzinach; powstrzymanie się od działań niezgodnych z celami strategicznymi partnera; równoprawna pozycja partnerów, bez znamion dominacji jednej ze stron. Analizując priorytety polskiej polityki zagranicznej można zauważyć, że III RP praktycznie od momentu powstania starała się zostać równoprawnym członkiem wspólnoty euroatlantyckiej (NATO, UE) oraz rozwijać uprzywilejowane stosunki z najbardziej wpływowymi państwami z jej obrębu (USA, RFN, Francja). Ponadto wysokie miejsce wśród jej priorytetów zajmowały strategiczne stosunki z sąsiadami, zwłaszcza z Ukrainą. Co ważne, Warszawa przywiązywała wyraźnie większą wagę do tej więzi niż Kijów, który większość czasu starał się lawirować między Zachodem i Wschodem. W związku z tym tylko część cech konstytutywnych partnerstwa strategicznego zostało w tej relacji spełnionych. Państwa utrzymują intensywne stosunki dyplomatyczne i często demonstrują wzajemne preferencje. Niestety, pomimo gestów przyjaźni, łączy je tylko kilka wspólnych projektów. Istnieje stosunkowo wiele polsko-ukraińskich instytucji, w tym wspólna jednostka wojskowa: Polukrbat. Z drugiej strony, można znaleźć kilka przykładów działania wbrew strategicznym celom partnera. Bez wątpienia pozytywna zmiana zaszła na polu pojednania między narodami, niemniej współczesne stosunki na linii Warszawa – Kijów mogą co najwyżej stać się w przyszłości materialnym partnerstwem strategicznym.
